The article is devoted to the study of the role of government borrowing in the system of modern market relations, in which the search for tools to maintain or increase the social welfare of citizens is one of the urgent issues. In conditions of weak economic growth and a slow increase in the standard of living of the population, one of the most significant ways to activate economic growth is precisely the amount of funds raised by the state for solving (...) key social problems. As part of the study, an analysis of internal and external government borrowings of the Russian economic system was carried out, using the tools of the theory of probability and mathematical statistics, the degree of influence of government debt on macroeconomic development was revealed, and ways to optimize government borrowing were proposed. This is a wide ranging and deeply learned examination of evolutionary developmental biology, and the foundations of life from the perspective of information theory. Hermeneutics was a method developed in the humanities to achieve understanding, in a given context, of texts, history, and artwork. In Readers of the Book of Life, the author shows that living beings are also hermeneutical interpreters of genetics texts saved in DNA; an interpretation based on the past experience of the cell (cell lineage, species), confronted (...) with and incorporating present environmental clues. This approach stresses the history, not only of the digital record saved in the DNA, but also of the flesh - the cellular organization which has a direct time-continuity with the very origins of life. This book is aimed at reconciling two opposite approaches to life. The first strictly sticking to a belief that all phenomena observed in the realm of the living can be explained from laws of physics. The opposite stressing the importance of features characteristic for a given level of description. To bring both views into a common understanding, the first part gives a comparison of the two problem solving strategies. The second part surveys the development of 20th century biology, bringing to light branches that never became part of the research mainstream. The third section of the book reviews a large body of recent evidence that can be interpreted in favor of the hermeneutic arguments. (shrink)

The article proposes to further develop the ideas of the Extended Evolutionary Synthesis by including into evolutionary research an analysis of phenomena that occur above the organismal level. We demonstrate that the current Extended Synthesis is focused more on individual traits (genetically or non-genetically inherited) and less on community system traits (synergetic/organizational traits) that characterize transgenerational biological, ecological, social, and cultural systems. In this regard, we will consider various communities that are made up of interacting populations, and for which the (...) individual members can belong to the same or to different species. Examples of communities include biofilms, ant colonies, symbiotic associations resulting in holobiont formation, and human societies. The proposed model of evolution at the level of communities revises classic theorizing on the major transitions in evolution by analyzing the interplay between community/social traits and individual traits, and how this brings forth ideas of top-down regulations of bottom-up evolutionary processes (collaboration of downward and upward causation). The work demonstrates that such interplay also includes reticulate interactions and reticulate causation. In this regard, we exemplify how community systems provide various non-genetic ‘scaffoldings’, ‘constraints’, and ‘affordances’ for individual and sociocultural evolutionary development. Such research complements prevailing models that focus on the vertical transmission of heritable information, from parent to offspring, with research that instead focusses on horizontal, oblique and even reverse information transmission, going from offspring to parent. We call this reversed information transfer the ‘offspring effect’ to contrast it from the ‘parental effect’. We argue that the proposed approach to inheritance is effective for modelling cumulative and distributed developmental process and for explaining the biological origins and evolution of language. Explores the notion of selfhood in the wake of the post-structuralist debates.

Previous research on scalar implicature has primarily relied on meta-linguistic judgment tasks and found varying rates of such inferences depending on the nature of the task and contextual manipulations. This paper introduces a novel interactive paradigm involving both a production and a comprehension side and a precise conversational goal. The main research question is what is reliably communicated by some in this communicative setting, both when the quantifier occurs in unembedded and embedded positions. Our new paradigm involves an action-based task (...) from which participants’ interpretation of utterances can be inferred. It incorporates a game-theoretic design, thereby including a precise model to predict participants’ behaviour in the experimental context. Our study shows that embedded and unembedded implicatures are reliably communicated by some. We propose two cognitive principles that describe what can be left unsaid. In our experimental context, a production strategy based on these principles is more efficient than a strategy based on literal descriptions. (shrink)

This paper discusses the impact of East Asian philosophical ideas on the origins and development of martial arts. The article argues that the ideas of Daoist philosophy were developed into ‘soft styles’ or ‘internal schools’ that are based on the doctrine of ‘wuwei’ (action through non-action, effortless action) which follows the path of Yin. These styles are in opposition to ‘external’ or ‘hard styles’ of martial arts that follow the path of Yang. Daoist philosophy of ‘ziran’ (naturalness, spontaneity) influenced ‘animal’ (...) or ‘imitation styles’ and the paradigm of natural, unplanned, and unforced combat movements. The influence of Buddhism on martial arts is found in techniques of mental tranquillity training for the extreme conditions of combat. The work also shows the significance of Confucianism for the formation of a code of honor for warriors, which includes the ethics of duty and respect. (shrink)

Aristotle maintains that vicious people are blameworthy despite their moral ignorance, since becoming vicious was up to them and whatever is up to us we are able to do or not do. However, one’s upbringing shapes one’s moral character. Together, these claims invite an objection I call the horrible childhood challenge. According to this objection, vicious adults who suffered horrible childhoods through which they were taught to adopt bad ends as though they were good should not be held accountable for (...) their vice. Aristotle’s likely answer to this challenge reveals that, for Aristotle, a minimal degree of rationality is necessary for moral responsibility. I argue that, for Aristotle, a vicious agent is responsible for her vice only if 1) she is rational, which implies 2) she grasps a specific basic principle, thus consenting to become a certain kind of person through action. The thoroughly bad who satisfy both claims are moral idiots; those who do not may be blameless brutes. (shrink)

Watsuji Tetsurô is famous for having constructed a systematic socio-political ethics on the basis of the idea of emptiness. This essay examines his 1938 essay “The Concept of ‘Dharma’ and the Dialectics of Emptiness in Buddhist Philosophy” and the posthumously published The History of Buddhist Ethical Thought, in order to clarify the Buddhist roots of his ethics. It aims to answer two main questions which are fundamentally linked: “Which way does Watsuji's legacy turn: toward totalitarianism or toward a balanced theory (...) of selflessness?” and “Is Watsuji's systematic ethics Buddhist?” In order to answer these questions, this essay discusses Watsuji's view of dharma, dependent arising, and morality in Hīnayāna Buddhism. It then proceeds to Watsuji's fine-tuning of the concept of emptiness in Mādhyamika and Yogācāra Buddhism. Finally, this essay shows how Watsuji's modernist Buddhist theory connects to his own systematic ethical theory. These two theories share a focus on non-duality, negation, and emptiness. But they differ in their accounts of the relations between the individual and the community, between the “is” and the “ought,” and between hermeneutics and transcendence. These findings give us hints as to Watsuji's origins, pitfalls, and possibilities. (shrink)

Scientific communication takes place at two registers: first, interactions with colleagues in close proximity—members of a network, school of thought or circle; second, depersonalised transactions among a potentially unlimited number of scholars can be involved (e.g., author and readers). The interference between the two registers in the process of peer review produces a drift toward conflict of interest. Three particular cases of peer review are differentiated: journal submissions, grant applications and applications for tenure. The current conflict of interest policies do (...) not cover all these areas. Furthermore, they have a number of flaws, which involves an excessive reliance on scholars’ personal integrity. Conflicts of interest could be managed more efficiently if several elements and rules of the judicial process were accepted in science. We present well-ordering proofs for Martin-Löf's type theory with W-type and one universe. These proofs, together with an embedding of the type theory in a set theoretical system as carried out in Setzer show that the proof theoretical strength of the type theory is precisely ψΩ1Ω1 + ω, which is slightly more than the strength of Feferman's theory T0, classical set theory KPI and the subsystem of analysis + . Questions regarding the moral responsibility of Internet accessand service providers relating to information on the Internetcall for a reassessment of the ways in which we think aboutattributing blame, guilt, and duties of reparation andcompensation. They invite us to borrow something similar to theidea of strict liability from the legal sphere and to introduceit in morality and ethical theory. Taking such a category in thedistribution of responsibilities outside the domain of law andintroducing it into ethics, however, is a difficult thing. Doingso (...) seems to conflict with some broadly shared and deeply feltintuitions regarding the individuality of responsibility and therelationship between responsibility and guilt. These convictionscoincide with some basic ideas in Kantian moral theory and theascriptive theory based on these ideas. Nevertheless, theproblems to which the proposed liabilities / responsibilitiesrelate are so serious that they do not seem to leave room foraloofness. At least, they encourage us to reconsider the idea ofstrict liability carefully and to assess its merits. (shrink)

This article builds on the growing literature on the Kyoto School of Philosophy and its influences on the field of Education. First, I argue that the influence of the Kyoto School of Philosophy is historically significant in Japan, and that the connection between this philosophical school and the philosophy of education is by no means superficial. Second, I suggest that this school contributes a unique view of ‘negative education’ founded in the philosophical idea of ‘nothingness’. I examine how this negative (...) education is manifest both in religious cultivation and in more general views of education, and I develop these ideas through the models of self-negation proposed by Nishitani Keiji and Hisamatsu Shin'ichi. Third, taking up the Herbartian idea of ‘pedagogical tact’, I analyse the characteristics of the I-Thou relationship, in the vector of nothingness, implicit in the above-mentioned view of education. I examine two approaches to this relationship—one of ‘sharing in nothingness’ as found in Nishitani and Hisamatsu, and one that goes beyond the idea of ‘sharing’ and accommodates alterity, as found in Nishida Kitarô and Nishihira Tadashi. By threshing out these three points, I hope to highlight the continued pedagogical relevance of the philosophical ideas of the Kyoto School. (shrink)

The discussion of whether people understand themselves and others by using theories of behaviour (theory theory) or by simulating mental states (simulation theory) lacks conclusive empirical evidence. Nichols et al. (1996) have proposed the Langer effect (Langer, 1975) as a critical test. From people's inability accurately to predict the difference in the subjective value of lottery tickets in choice and no‐choice conditions, they argued that people do not simulate behaviour in such situations. In a series of four experiments, we consistently (...) failed to replicate the original difference between choice and no‐choice under the conditions used by Nichols et al. We conclude that the replicability of the effect depends on an unknown combination of factors. As long as the target effect is not better understood and under better experimental control, it is difficult to use it as a yardstick against which the accuracy of simulation can be assessed. Merker suggests that the thalamocortical system is not an essential system for consciousness, but, instead, that the midbrain reticular system is responsible for consciousness. Indeed, the latter is a crucial system for consciousness, when consciousness is regarded as the waking state. However, when consciousness is regarded as phenomenal consciousness, for which experience and perception are essential elements, the thalamocortical system seems to be indispensable. In this contribution, we identify and clarifysome distinctions we believe are useful inestablishing the reliability of information onthe Internet. We begin by examining some of thesalient features of information that go intothe determination of reliability. In so doing,we argue that we need to distinguish contentand pedigree criteria of reliability and thatwe need to separate issues of reliability ofinformation from the issues of theaccessibility and the usability of information.We then turn to an analysis of some commonfailures to recognize reliability orunreliability.

Arithmetical comprehension is equivalent to a statement of the same form, with \beta \cdot \alpha at the place of \beta \cdot (\beta + \alpha). The aim of our study is to single out a possible path towards the recognition culture in a world strained by deep social cleavages and by a strong conflict among values. In this context, we consider that a recognition culture is possible only by activating the comprehensive being that each of us, humans, is. The study attempts to answer the desideratum of the recognition culture by developing a model of the political founded on the correlation of certain aspects of the (...) human and of the political. The identification of the hypostases of the political and the human and the correlations between them help us understand one of the specific anthropo-political mechanisms that may allow us to reach the recognition culture that is based on accepting the other and assuming one’s own fallibility. This article considers natural signs and their role in the origin of language. Natural signs, sometimes called primary signs, are connected with their signified by causal relationships, concomitance, or likeliness. And their acquisition is directed by both objective reality and past experience (memory). The discovery and use of natural signs is a required prerequisite of existence for any living systems because they are indispensable to movement, the search for food, regulation, communication, and many other information-related activities. It is argued that (...) the birth of conventional signs, sometimes called secondary signs, was determined by a connotative use of natural signs and that, regulated and maintained by them, human language developed. At the same time, the origin and development of human language presupposes a ‘rational turn’ from the given and external reality of natural signs to the rationally constructed reality of artificial signs and rules that are internally maintained by the subjects’ deliberate activities, and actual and inherited social tradition (social memory). In view of this, language is defined as a dynamic system that must both be natural and artificial, empirical and a priori, inductive and deductive. This bilateral origin and regulation of language is the dual-inference of language. (shrink)

This article compares affinities in Walter Benjamin and Rosi Braidotti’s historiographical methodologies, focusing on a monadic/nomadic perception of history. For Benjamin and Braidotti questions on how we remember, write and represent history are critical. Benjamin develops a non-linear representation of history in relation to the microscopic perception of Leibniz monad. Braidotti, in turn, develops a critical nomadic theory in relation to Deleuze’s re-reading of Leibniz’s monad. Can a link be established between these two adaptations of the concept of the monad? The rapid development of programs based on the principles of machine learning (ML) and artificial intelligence (AI) signals significant changes in the components of education, namely in the provider, the tool of transmission, and the recipient of knowledge. Historical data analysis regarding the key functions of education serves as the basis for identifying fundamental innovations introduced through AI and ML. The impact of writing, printing, and the Internet has significantly altered the tool for knowledge transmission, influencing the volume of information (...) and the number of knowledge recipients. The implementation of AI and ML transforms not only the tool but also the provider of knowledge itself, which can become impersonal thanks to the corresponding computer programs. With the historically justified increase in the volume of knowledge possessed by humanity, there is a transformation observed in education systems. This is especially true for democratic societies, where the emphasis is increasingly shifting from providing a large amount of knowledge to developing critical thinking. It has been researched that programs based on AI and ML, applying linguistic models, are capable of effectively systematizing knowledge. This lays the foundation for personalizing the entire education process for a specific knowledge recipient, without burdening the provider. However, there have been cases when such imitation misleads scientists, who perceive it as attempts at communication between programs that have an equivalence to the human level. The conclusions drawn indicate a significant transformation of the education system caused by AI and ML-based programs. However, intelligent programs are unable to evolve into independent knowledge recipients due to their inability to consciously attribute meaning to information, transforming it into knowledge. In this paper we try to bring some clarification in the recent debate on causal pluralism. Our first aim is to clarify what it means to have a pluralistic theory of causation and to articulate the criteria by means of which a certain theory of causation can or cannot qualify as a pluralistic theory of causation. We also show that there is currently no theory on the\nmarket which meets these criteria, and therefore no full-blown pluralist theory of causation exists. While the story of Stanislav Petrov – the Soviet Lieutenant Colonel who likely saved the world from nuclear holocaust in 1983 – is often trotted out to advocate for the view that human beings ought to be kept “in the loop” of automated weapons’ responses, I argue that the episode in fact belies this reading. By attending more closely to the features of this event – to Petrov’s professional background, to his familiarity with the warning system, and to his decisions (...) to defy his protocol – it becomes clear that Petrov was not seamlessly working “in his loop,” but reassessing it entirely. I claim that this exhibits a paradox intrinsic to all automated loops: namely, that their optimum function in fact rests on unforeseen human interventions that cannot be reliably codified ex ante, that is, that good judgment cannot simply be “programmed into” their protocols. This dependence, moreover, reveals automation’s ineluctable need for virtue ethics – not in the usual sense (whereby ethics deliberates about, say, possible damages and loss of life), but in the sense that ethical judgment, rightly understood, entails the reassessment of all of the conditions surrounding a decision, including whether a protocol should be followed at all. I argue that the two criteria traditionally identified as jointly sufficient for voluntary behavior according to Aristotle require qualification. Without such qualification, they admit troubling exceptions. Through minding these difficult examples, I conclude that a third condition mentioned by Aristotle – the eph' hēmin – is key to qualifying the original two criteria. What is eph' hēmin is that which is efficiently caused by appetite and teleologically caused by reason such that the agent could have, in theory, acted differently. I (...) propose that praise and blame are justified only when 1: the behavior is voluntary and 2: the agent is susceptible to the positive influences of appropriate praise and blame to help form, improve, or strengthen a good character. Through concentrating on the agent's affectability in morally salient situations, we may better understand the qualified criteria's role in voluntary human behavior in general. (shrink)

The purpose of this book, first published in 1957, is to make a critical analysis of the controversial Socratic problem. The Socratic issue owes its paramount difficulty not only to the status of available source materials, but also to the diversity of opinion as to the proper use of these materials. This volume offers a new approach to the problem, and a starting point to further investigations.

Through critical examination of three main contemporary approaches to describing moral responsibility, this book illustrates why philosophers must take into account the relationship between retrospective moral responsibility and desert of praise or blame. The author advances the moral attitude account, whereby desert of praise and blame depends on the agent’s moral attitudes in response to moral reasons, and retrospective moral responsibility results from expressions of those attitudes in overt behavior.

Julia Annas' book, Intelligent Virtue, provides the reader a novel account of the nature of virtue, practical reasoning, and flourishing. Throughout the book, Annas presents her account in a gradual manner with each chapter building on the next. Annas periodically presents and argues against potential objections to her view. Suitable for the interested undergraduate non-philosophy major, this book could also serve the curiosities of the most elite professors. While none of the chapters of the book stands well alone, the fluid (...) writing style and helpful examples make the 176-page work an easy read. At the end of each chapter, the reader finds herself happily continuing on to the next. (shrink)

Moral Psychology: Historical and Contemporary Readings is a much-needed collection of essays on issues of moral psychology. The aim of the book is to present the reader with a comprehensive view of both the history and foundations of moral psychology as well as the discipline's position in academia and its relationship with other disciplines, such as psychology, neuroscience, and evolutionary biology, all of which involve empirical investigation of human capabilities and behavior. This collection is well organized into five distinct parts. (...) Each part has a helpful editorial introduction that not only summarizes the main themes of the debate assigned to that part, but also provides brief summaries of each of the subsequent essays in that section. The selected papers are presented in chronological order, thus illustrating the development of the debate. First, an historical piece of philosophy is presented to demonstrate the original questions of the section's theme. The historical pieces are followed by more-recent articles or selections written by scientists concerning similar topics. Finally, each part concludes with articles written by contemporary moral psychologists. These final articles often make mention of the historical texts or the scientific articles preceding those papers. This dialectic style of presentation successfully gives the reader the context and progression of the debate while still highlighting the "live" questions that are, in a sense, left as an exercise for the reader as well as future academics. This paper deals with an approach to the integration of science (with technology and economics), ethics (with religion and mysticism), the arts (aesthetics) and Nature, in order to establish a world-view based on holistic, evolutionary ethics that could help with problem solving. The author suggests that this integration is possible with the aid of “Nature’s wisdom” which is mirrored in the macroscopic pattern of the ecosphere. The corresponding eco-principles represent the basis for unifying soft and hard sciences resulting in “deep (...) sciences”. Deduction and induction will remain the methodology for deep sciences and will include conventional experiments and aesthetic and sentient experiences. Perception becomes the decisive factor with the senses as operators for the building of consciousness through the subconscious. In this paper, an attempt at integrating the concepts of the “true”, the “right” and the “beautiful” with the aid of Nature’s wisdom is explained in more detail along with consequences. (shrink)

The traditional formalism of quantum mechanics is mainly used to describe ensembles of identical systems (with a density-operator formalism) or single isolated systems, but is not capable of describing single open quantum objects with many degrees of freedom showing pure-state stochastic dynamical behaviour. In particular, stochastic 'line-migration' as in single-molecule spectroscopy of defect molecules in a molecular matrix is not adequately described. Starting with the Bohr scenario of stochastic quantum jumps (between strict energy eigenstates), we try to incorporate more general (...) pure-state stochastic dynamical behaviour into the quantum mechanical formalism.Probability distributions of (approximately) pure states, arising through the stochastic pure-state dynamics for long times, give rise to appropriate decompositions of thermal density operators. These decompositions of density operators into pure states mediate between quantum mechanics for ensembles of molecules and quantum theory for single molecules (or single dressed quantum objects). We suggest that such decompositions should be consistent with infinite limits (e.g. the Born-Oppenheimer limit for infinite nuclear masses) in the sense that quantum fluctuations (around classical behaviour in the infinite limit) die out asymptotically.
